The Malawi Police Services acting under orders from Malawi Congress Party (MCP) Secretary General Richard Chimwendo Banda have summoned former Acting Inspector General of Police Duncan Mwapasa and senior main opposition DPP figures led by party veep for South Joseph Mwanamvenkha.
The list now includes Leader of Opposition Dr. George Chaponda and DPP Director of Women Mary Navitcha who have never worked in Malawi Government, raising questions to the motive of the summons, whose details are being kept by a few senior Police officials.

The new orders, after the previous were exposed on 14th October 2025, were relayed by Commissioner for Operations Muwanga to Assistant Commissioner of Police Ireen Kamphatengo are said to have originated from Chimwendo Banda who wants to create a diversion over the ongoing fuel, food and governance crisis of his administration.
“Order apeleka ndi bwana Muwanga anthu awawa abwele nsanga nsanga lachitatu pa 23 October. Kukubwela budget ndinso za mafutazi anthu akutengetsa boma kwambiri,” said an officer incidentally close to our sources in the Fiscal department.

Apart from Mwapasa and Mwanamvenkha, others set to appear before ACP Kaphamtengo at Fiscal Police Headquarters include Navitcha, former Chief Secretary Llyod Muhara, Jimmy Kasamale (from Greenbelt Authority), Gift Dulla (formerly NOCMA), Dr. Collins Magalasi (formerly CEO MERA), Ben Phiri (MP Thyolo Central), Dr. George Chaponda (leader of Opposition) and DPP Director of Youth Norman Chisale.

“They are targeting vocal MPs such as Chaponda, Ben Phiri, Navitcha and Mwanamvenkha to intimidate them before the mid-term budget which has already a deficit of K600 billion and a Reserve Bank which has given up in controlling the economy. They want them to be silent,” charged a DPP senior official who confirmed the summons.

Mwanamvenkha and Chisale have been called or arrested more than 10 times, while Mwanamvenkha in an IMF misreporting case that saw the charges being dropped later and only attempt to reinstate after Mwanamvenkha became DPP veep and Kabambe expressed his interest to run from UTM presidency.
We will be at Area 30 on Wednesday for live updates.
We got it wrong: We earlier wrongly included Dr Dalitso Kabambe in our report, but we have checked, he is not among those called as the matter relates to Salima Sugar only.
